It's barely free, I pay around 6 euros for it for a 2 room flat in SPB.
Overall the communal services (kommunalka) are cheap in Russia, 30-60 euros per month in SPB, depending from the season. That includes all but internet.
The catch is that when u rent a flat, the kommulalka is not included in the rent price and u have to pay it separately. That suprised me when i moved to Russia, I was at first sure that it's a scam.
